The band of heavy snow barreled Into southern Michigan after high accumulations were reported In Wisconsin and southeast Minnesota.

A snow advisory was also in effect for northwestern Illinois. Snow accumulations early today included 9 Inches in Minneapolis and Green Bay, 20 inches in Mullen, 16 in Goodland, and 11 in North Platte, Neb. The storm also scoured the Southeast with severe thunderstorms and heavy rain and left freezing rain in parts of the Northeast. Three tornadoes struck western Tennessee Tuesday, killing at least five people, injuring dozens and causing widespread damage. Twisters were also reported in Alabama ond Mississippi.

Mary Newkirk Goza, 82, of Sacramento, formerly of Iowa City died Jan. 16 in Sacramento after a long illness. Services will be in California. Mrs. Goza was born Oct.

12, 1905, in Iowa City, daughter of James and Katie Clear Newkirk. She married David Goza in Iowa City. She is survived by one daughter, Linda Koonce of Sacramento; two sisters, Nellie Smith and Irene Kenney, both of Iowa City; and two grandchildren. Her husband, one son, three sisters and three brothers died earlier. Johnston Matilda Johnston, 98, of Letts, died this morning at Colonial Manor Care Center after a long illness.

Services will begin at 11 a.m. Friday at the Stacy-Lewis Chapel in Columbus Junction, with burial at Indian Creek Cemetery near Columbus Junction. The Rev. Elmer Armstrong will officiate. Visitation will be from 2 to 8 p.m.

Thursday at the Stacy-Lewis Funeral Home in Columbus Junction. Mrs. Johnston was born Sept. 24, 1889, in Louisa County, daughter of Charles and Rosina Kolb Blankenhorn. She married Charles H.

Johnston April 5, 1910, in Letts. She was a member of the Pleasant Grove Church of God. She is survived by one daughter, Betty Anderson of Royal Oak, two sons, Harry of Wapello and Harlan of Muscatine; 15 grandchildren; and 15 greatgrandchildren. Her husband died in 1952. Kerben Pauline Kerben, 80, of Delray Beach, mother of Dr.

Richard Kerben of Iowa City died Jan. 18 at her home after a short illness. Services were today in Delray Beach. Memorial donations may be made to the Iowa Heart Association, 1111 Office Park Road, West Des Moines, Iowa. Mrs.

Kerben was born Dec. 7, 1907, in New York, daughter of Morris Altein. She married Max Kerben. She was a lifetime member of the Ben Gurian chapter of Hadassah. Other than her son Richard, she is survived by another son, Melvin of New York; one brother, Martin Altein of Valley Stream, New York; two sisters, Rose Weingast of Brighton Beach, New York, and Mollie Altein of Younkers, New York; and five grandchildren.

10. COURTS NEW YORK Jazz bassist Al Hall, the first black musician to play in a Broadway theater orchestra, died Monday. He was 72. Hall, who earned recognition from the Smithsonian Institution's Jazz Oral History Project and the Duke Ellington Society, grew up in Philadelphia and moved to New York in 1936. He began playing the big band circuit and in 1946 performed in George Abbott's production of Barefoot Boy with Cheek, making him the first black musician to perform in a Broadway theater orchestra.

Later productions included High Button Shoes, The Music Man, Fiddler on the Roof and Gypsy. He produced and arranged four records in 1946 and 1947 as owner and creative director of Wax Records. Three were honored by Downbeat magazine as "Record of the Year." DISTRICT DES MOINES Here is a record of activity Tuesday in the Iowa legislature: WELFARE The House Appropriations Committee approved 13-9 and sent to the full House a bill raising certain welfare paymnents by $4.36 million in the final quarter of the fiscal year, and providing $20 million in supplemental funds to keep other welfare programs at their current levels for the rest of the year. TAXES The Senate Business and Labor Relations Committee approved by voice vote a bill to exempt certain businesses from paying an unemployment tax penalty that was included in a 1987 law. Also, health groups rallied in support of Gov.

Branstad's proposal to raise the state cigarette tax by 12 cents. JUDGES Supreme Court Chief Justice Arthur McGiverin delivered the annual state of the judiciary speech to the Legislature, calling for pay hikes ranging from 12-18 percent for judges. By The Associated Press Moslem hero dies in India ISLAMABAD, Pakistan Abdul Ghaffar Khan, a Moslem revered in India for helping to drive the British from the Indian subcontinent but reviled in his native Pakistan for opposing Its Independence, died today. He was 98.

Ghaffar Khan joined Mohandas K. (Mahatma) Gandhi, India's apostle of non-violence, and Jawaharlal Nehru, both Hindus, In leading India's struggle to win indepencence from Britain. Ghaffar Khan opposed the partition of the subcontinent into predominantly Moslem Pakistan and mainly Hindu India when British rule ended in 1947. Dempsey, president and chief executive officer of Times Mirror Magazines, died Tuesday of lung cancer. He was 46. Dempsey joined Times Mirror as president and chief executive officer in August 1985 after serving as executive vice-president of the McCall Publishing Co. He was instrumental in negotiating the $167.5 million acquisition of four magazines from Diamandis Communications Inc. on Dec.
