Smith said the goal is to raise $169,000 by Dec. 24 through the kettle and mail I campaigns. That is more than half of The Salvation Army's $295,000 annual budget. Target has had a no-solicitation policy at its stores since it started in 1962, but has made an exception for The Salvation Army. This year, however, corporate executives at Target, reacting to a steady stream of other nonprofits asking to solicit at the local level, decided to make the rule apply to everyone.

Target officials have said local Salvation Army branches could apply for grants from local Target stores, which donate $2 million a week nationwide. Target also gives more than $9.4 million to the United Way, which in turn helps fund The Salvation Army. Since the holiday fund-raising drive started Nov. 21, Smith said about $22,000 had been 1 raised locally at the kettles and in the mail as of Tuesday. Smith said there are 13 kettle locations in Johnson County.

In Johnson County, The Salvation Army provides about 22,000 meals a year to lowincome residents as well as showers, laundry and emergency food, clothing, vehicle and medical assistance. It also helps with bus tickets for those in need, runs character-building programs for children and gives toys to about 1,200 children at Christmas. About 90 cents on the from donations goes directly to those in need. Mike Hodge, owner and partner with Old Capitol Town Center and Sycamore Mall, said he hopes other local businesses will follow his lead and help The Salvation Army this holiday season. "After visiting with (Smith) and being reminded of all the things The Salvation Army does, it just seemed to make a lot of sense," Hodge said of the contribution.

"Hopefully, the community as a whole, as they've done in the past, will jump in." Hoping of keeping costs low and getting more state aid, regents this legislative session plan to present a four year plan that asks for $40 million annually in addition to state aid and univerities' pledge to reallocate money internally. In their new contract, COGS also is asking for stable classroom sizes, improved childcare, no fee increases, clear workplace rights and a comprehensive vision plan. Tom Evans, who is chief spokesman for the regents concerning the contract negotiations, has said he cannot comment on COGS' terms because that would violate the intent of the process.

Authorities say icy roads and snowy conditions are to blame for the chain-reaction crashes that started about 7 p.m. on the Cedar River bridge at the 266- mile marker on Interstate 80.

Investigators initially said 11 people were injured with eight vehicles involved. According to the Iowa State Patrol: The pile-up started when a truck driven by John Lister, 41, of Edgewood, went out of control on the bridge. Lister initially struck the guardrail, before he was hit by a car driven by Diane Terry, 35, of Carter Lake, and a semitrailer driven by Gediminas Neverauskas, 54, of Chicago. While attempting to avoid the crashes, a semitrailer driven by Bobby Fortner, 32, of Creve Coeur, and another semitrailer driven by Donald Hall, 67, of Newport, were hit from behind by a car driven by William Hoye, 66, of Iowa City, and a motor home driven by Shirley Aschbrenner, 61, of Cedar Rapids. Lister, Terry and Aschbrenner were injured.

Also involved in the crash were passengers Samatha Terry, 2, and Nicole Terry, Josephine Hoye, 97, and Delores Hoye, 73, both of Iowa City; and Ronald Aschbrenner, 62, of Cedar Rapids. All were taken to University Hospitals and Mercy Hospital in Iowa City. Diane Terry, Samatha Terry and Nicole Terry were treated and released at University Hospitals. There was no information available on the other patients. Davenport deletes kaleidoscope plan The Associated Press DAVENPORT Instead of building a giant kaleidoscope as part of the $113.5 million downtown revitalization project, the lighting system in the riverfront sky bridge will be upgraded, city officials said.

The City Council agreed Tuesday to install a computer controlled LED lighting system that will change colors. The bridge is now under construction. "We hope to have the sky bridge open in February and I could see it being lit up with red lights as couples come down to watch the river," said Dee Bruemmer, city public works director. But Councilman Keith Meyer said the $194,455 lighting system is a big difference from the $450,000 kaleidoscope the city said would be built when it proposed the project to the state's Vision Iowa Board. The kaleidoscope was to have been part of the River Renaissance redevelopment project.

Perchlorate levels greater than 100 ppb were found in 12 groundwater samples in four acres west of the Cedar Rapids and Iowa City Railroad tracks. Smith reported that about 10 percent of the wells were increasing in perchlorate contamination during the four months between February and July testing; 65 percent were decreasing and 25 percent had mixed results. With levels appearing generally stable, the EPA plans to reduce the frequency of well water testing to reduce costs.

City councilors might discuss the report at their Dec. 13 meeting. Preliminary estimates show it could cost about $2.96 million to link the town to Iowa City water, with an additional $100,451 annual operation cost, City Clerk Teresa Volk said. If the town started its own water system it could cost about $2.69 million to construct and $78,154 annually to operate it, she said. Residents also could consider a private osmosis system to filter well water at a cost of $240 annually to maintain parts, EPA officials said.

Another option is to qualify to be on the U.S. EPA Superfund National Priorities List to help with contamination cleanup efforts. If Hills qualifies for the list, the EPA would pay a certain percentage of the cost for a period of time. But qualifying to be on the list could associate the town with a negative stigma, residents warned. The EPA and the Hills community are waiting for a decision from the National Academy of Sciences on what levels of perchlorate are dangerous.
